What are the minimum standards to be met by landlords for rental properties?

A landlord at the minimum must provide:

  • Cooking facilities and a hygienic storage area for food
  • 4 ring hob with an oven and grill
  • Cooker hood and extractor fan
  • Fridge-freezer or a fridge and freezer
  • Microwave oven
  • Adequate kitchen cupboards
  • Sink with mains water supply of cold potable water, piped supply of hot water and draining area for cutlery
  • Every rented unit has to have a separate room with a toilet, a washbasin and a fixed bath or shower with hot and cold water. These facilities must be maintained well, in good working order and the room must be well ventilated
  • Each room has to have a permanently fixed heater including bathrooms or shower rooms. These heaters must be working properly and provide effective heating which can be controlled by the tenant, and adequate facilities for the safe removal of fumes
  • A fire blanket and a fire detection and alarm system with a carbon monoxide alarm which must be suitably located and maintained
  • In multi-unit buildings the landlord must also provide an emergency evacuation plan and emergency lighting in common areas
  • Access to bins which are vermin and pest-proof
  • The landlord must make efforts to prevent the infestation of vermin and pests at the property
  • Safety restrictors on windows that are located above a certain height, in order to prevent falls
  • Information on the property, building services, appliances and their maintenance requirements
  • In multi-unit buildings, the landlord must provide each unit with a suitable fire-detection and alarm system, fire blanket, and an emergency evacuation plan. There must also be emergency lighting in common areas
